Custom ringtone option is hard to discover

Bug Description

The option to get a custom ringtone is at the very end of the list of existing tones making it difficult to discover. I expected to see it at the top prior to the list and perhaps separate from the list with formatting.

It's fairly standard for a "Custom..." or equivalent item to be at the end of a list. For example:
* in GTK's Print dialog, custom paper sizes in the "Paper size" menu, and "Custom..." for header/footer text;
* in Firefox's History Preferences, "Use custom settings for history";
* in iOS's Vibration settings, "Custom - Create New Vibration".

This is because you use "custom" when you've scanned all the previous options and none of them are suitable.

This is less true for custom ringtones, so maybe we could break the pattern. When you choose a custom ringtone, it's because you really like a particular song, not because you've scanned all the built-in ringtones and disliked them.

Alternatively, we could keep "Custom Ringtone..." at the bottom, but separate it from the list, fastening it to the bottom of the screen so that you don't need to scroll to see it.

Maybe a stupid question......but when ik try to change the ringtone, I choose System settings, Sound, Ringtone..... and then I get a list, starting with Alarm clock, Alarm synth, Aquaris........and then all the way down the list: Suru arpeggio, Tongue drum, Ubuntu and finally Wind chime....but no "Custom ringtone" at all.
I'm on BQ E4.5, Ubuntu 15.04 (OTA-8.5).
Am I missing something?
How can I change to Custom ringtone?

@Jos: The option will be available in OTA-9.

@MPT: I like the idea of pinning the “Custom Ringtone” option at the bottom of the list (so that its place is predictable), letting the rest of the options scroll freely.
