"Bluetooth" switch misleadingly slides on every time you enter the screen

Bug Description

Ubuntu 15.04 r132

0. Turn on Bluetooth, if it is not on already.
1. In System Settings, navigate to the "Bluetooth" screen.
2. Navigate back to the top-level screen.
3. Navigate back to the "Bluetooth" screen.

What you should see:
1. The "Bluetooth" switch is on immediately when it appears.
3. The switch is on immediately when it appears.

What you see:
1. The switch slides from off to on.
3. The switch slides from off to on.

This gives the misleading impression that Bluetooth is off whenever you are not looking at the screen. (It's particularly misleading because Bluetooth discoverability *does* work that way, but Bluetooth as a whole does not.)

This is probably because, in the lingo of bug 1276066, "the 'checked' property is set shortly after initialization".

The switch should not appear at all until its checked/unchecked value is known.
