Screen still dims when screen timeout is Never

Bug Description

When a user sets the screen timeout to never, they want the screen to also never dim.
The code is such that the dim timeout is never set to less than 50, so that's what we get for Never.
This is unfortunately the case when the dim timeout following the screen timeout is most important.

I'm pretty sure this is the case we're all monitoring bug 1437510 for. Duplicate?

The other bug was assumed fixed, but it did not account for this one case so I opened a new bug
