Bug Description
Steps to Reproduce:
1. Settings -> Mobile
2. Call waiting
Actual Result:
After a hard reset, this option sometimes appears enabled but sometimes it isn’t.
Expected Result:
Same behaviour after the user sets his/her own configuration.
Reproducibility: 100%

This seems to be a First boot vs hard reset issue:
STEPS (I SEE)
1. Flash krillin with the latest image have 2 sims in it
2. Open system settings
3. Goto Phone → call waiting on sim1
4. Compare that with Phone → call waiting on sim2
5. If sim1 is set on turn it off, in theory it should turn back on after reset
6. If sim2 is off turn it on, in theory it should turn back off after reset.
5 is false 6 is true.
7. If you then set sim1 to on and reset in theory it should remain on after reset
7 is false it is turned off on reset.

Was able to reproduce. Seems to me the CheckBox is sometimes non-functional.
