Bug Description

1. Enable/disable/configure a hotspot

What happens:
I go to Wi-Fi, but I can't find it anywhere

What should have happened:
There should be an entry to the hotspot UI

This has been reported by people testing hotspots, and I've seen it during guerilla testing.

UX Resolution:

Personal Hotspot is now it's own category under Network: https://wiki.ubuntu.com/SystemSettings

After investigating how competitors address tethering in settings, it turns out that tethering is neither under wifi nor cellular, but instead has it's own category. I would suggest we adopt the same pattern for our device, as most users will not expect to find this setting under either of those categories. (Competitor screen shots addressed).

After discussion with Femma, I've tweaked the spec so that on first setup, the text "Starting the hotspot will turn on Wi-Fi." is inside the "Set Up Hotspot" dialog, instead of being in a dialog by itself. That way you'll get one dialog rather than two, and you won't end up with Wi-Fi left turned on merely because you started setting up a hotspot but cancelled it. "Starting the hotspot will turn on Wi-Fi." still does need to be in a dialog by itself when turning on a hotspot that is already configured. <https://wiki.ubuntu.com/Networking?action=diff&rev2=294&rev1=293>
