Bug Description

Steps: In system settings ,go to Sound configuration to choose a ring tone

Expected results: Any audio file can be chosen ( for example, audio files stored in SD and/or internal memory)

Actual results: Only a small set of preconfigured files can be chosen as ring tone

A straight forward way to implement this would be to add an option in the list of ringtones and messages sounds to "Add a ringtone" or "Add a sound" and use the content hub to access the music app or file manager.

These files are stored in /usr/share/sounds/ubuntu/ringtones which is read only. We would need to extend the source set to include a path in ~/.config or ~/.local. Also may want to provide a name for the sound as we import it.
