[cellular] Not possible to select 3G on ril_1 after "Erase & Reset Everything"

Bug Description
Krillin @ RTM image #18 and vivid image from today (17th Feb. 2015).
Steps to reproduce:
1. Insert one SIM into slot 2. This should be the only SIM inserted.
2. "Erase & Reset Everything"
3. Go to system-settings --> Cellular
What happens:
2G only is written and there is no way to enable 3G. Now go back and open cellular again and you'll see 3G as well.
What should happen:
2G and 3G should be shown.
