Summary
unable to enable bluetooth after its been disabled

steps:
1. Open system settings
2. Select bluetooth
3. Disable bluetooth
4. wait for bluetooth icon to disappear from indicator
5. enable bluetooth

expected results:
bluetooth icon is in indicator and bluetooth is enabled.

actual results:
no bluetooth in indicator, bluetooth is unusable.

Tried on krillin rtm-proposed 166 and it works as expected.

This could be a backend issue.

Need to determine if the request is going from system settings to the indicator to enable the bluetooth.
$ dbus-monitor --session "path='/com/canonical/indicator/bluetooth',member='Activate'"

Might also want to check the status of the rkfill block for the bluetooth device.
$ rfkill list
