Bug Description
In our current rtm images, it's possible on a dual-SIM phone for both modem's ConnectionManager 'Powered' property to be set to 'true'.
As the 'Powered' property is used both for enabling mobile data *and* selecting which SIM is used for mobile data, the settings page should look at both 'Powered' and 'Attached' for updating the current selection. It also may make sense in this case for the page to power of the non-attached interface.
Note, this becomes less of an issue if bug #1379412 is fixed.
This behavior is currently seen on krillin rtm image #88.
