[cellular] The radio preference setting and data traffic setting design causes problems*

Bug Description

(*I will let 'problems' mean the bug 1363154)

The 'new'[1] design spec for the cellular panel separates the radio technology preference setting (2G/3G) and the mobile data setting (Offline/Online). We need to match this design. The implications of the UI as it is can be seen in bug 1363154.

Reproduce
1. Open Ubuntu System Settings
2. Tap "Cellular"

What I expected to see:
Data traffic toggle and radio settings preference in two different, independent components.

What I see instead:
They are dependent on each other, at least in the single-sim panel, in which "Online" corresponds to one of the available radio technology preferences available.

too late to land such a big change, lets send it in ota and land in vivid for now
