Bug Description
Ubuntu 14.10 r264
1. Force-close System Settings if it is running already.
2. Launch System Settings.
What you see: The default splash screen, featuring the System Settings icon and a spinner.
What you should see: A splash screen with a "System Settings" header, the same as the real app.
