Settings does not stay on sync with call forwarding

TEST STEPS
1. Insert card that connects to network to SIM slot 1 and insert card out of coverage to slot 2.
2. Reboot
3. Start test script /usr/share/
4. Dial **61*<valid phonenumber>**15# from Call UI to SIM1
5. Verify that lines
{CallForwarding} [/ril_0] VoiceNoReply = <valid phonenumber>
{CallForwarding} [/ril_0] VoiceNoReplyTimeout = 15
are seen in monitor-ofono tracing. This proves that call forwarding is set from ofono for SIM 1 and
network point of view and it is notified to ofono API clients
6. Open System Settings, Phone, and SIM 1 Call forwarding.
EXPECTED RESULT:
Call forwarding is on in the System Settings
ACTUAL RESULT
Call forwarding is not on in System Settings.

I suspect that Settings App is following too keenly ForwardingFlagOnSim setting. It is set only for VoiceUnconditional. Other call forwarding options are stored only to network. If I test the same scenario but dial **21*<msisdn># instead (VoiceUnconditi onal.) System Settings show the situation correctly.
