'Sleep when idle' needs to have shorter time option

In battery panel, the 'Sleep when idle' menu needs to include shorter time span as well. I would like to have an option for 30 seconds as well.

In all other phones in the market, the smallest timeout is much short than 1minute.

If you have an issue talk to the designer and get the design changed.
Setting as Opinion meanwhile, that's not a bug in the code

This report is about System Settings for phones. However, the change made when resolving this report was to the design of Power settings for the PC. <https://wiki.ubuntu.com/Power?action=diff&rev2=77&rev1=76> It was also closed without changing the actual implementation. Reopening.
