Unlock SIM fails with latest ubuntu-system-settings installed

Bug Description
This happens on first boot and only on Krillin - you need a locked SIM card in the first slot to reproduce it. Simply reboot into the wizard, finish the wizard, open the network indicator, and click Unlock SIM - the expected result would be for the unlock screen to appear, instead nothing happens for a bit and then the indicator seems to reload.
Note that I've filed this here even though the faulty behaviour appears to be in indicator-network, because the bug was found when testing the latest version of system-settings on RTM, so I was able to isolate the failure down to just installing the new u-s-s package.
