[Language & Text] Language change should prompt user to restart

Bug Description
Steps to reproduce
1. Open Language & Text
2. Select 'Display language...'
3. Choose e.g. francais (French) from the list
4. Confirm that System Settings is displaying text in French
5. Close System Settings
Expected result:
Language is French system-wide.
Actual result:
Language is still English. Opening System Settings shows that the text is back to English. Going to Language & Text again shows 'francais (French)' as the selected language, so this much has been persisted.

You need to restart. We should probably indicate this.
