Front page shows "Updates available...9" but no updates available

Bug Description
I flashed my Mako to system-image #157 yesterday and installed all available app updates afterwards. Now the front page of the system settings shows an option "Updates available...9" (below Flight Mode), but when I press it, it says "Software is up to date".
Expected behavior: the number of available updates on shown on the front page should reflect the actual number of available updates.
