Bug Description
Initially on opening backgrounds you are presented with 2 sections Ubuntu Wallpapers and Custom. Both of these sections drop down and reveal the default paper in Ubuntu and the Custom is blank.
The minute you select Custom and add an image the behaviour of the drop downs change and one is always open.
This should be constant, so on opening the app the first time the default paper is open or both section should be closed by default. This then creates a constant work flow again.
