Wizard suggests I can "insert a SIM card later" on a SIM-less tablet

The second screen of the wizard (screenshot attached) suggests I'm okay to insert a SIM card later. I'm running this on a Nexus 7 2013 (flo) so there's no SIM slot. We should probably skip this screen on devices with no cellular radio.

There are other places where the wizard mentions "Phone" too like the final screen "Enjoy your new phone".

The wording changes probably need a separate design bug.
