Bug Description

First a quick note, this is more a reminder for myself then something that urgently needs to be fixed. It looks to me like the SystemUpdate tests in particular need to be reworked. Some points:

* The test for searching state assumes that it will have to wait for the Searching state to be reached, but it's possible the searching state is already completed when it waits.
* All the tests assume no updates are present, there are no tests for when updates are present. We should fake an updates backend to test this.

Thanks Brendan, you wrote that it's a reminder for yourself, should it be assigned to you?

I'll assign it to myself when I get the time to pick it up - hopefully soon. Anyone else is welcome to pick it up if they want to.
