Bug Description

This test failed on mako image #79 with the following error:

Traceback (most recent call last):
  File "/usr/lib/python2.7/dist-packages/ubuntu_system_settings/tests/test_datetime.py", line 76, in test_searching_tz
    self.assertThat(listview.count, GreaterThan(0))
File "/usr/lib/python2.7/dist-packages/testtools/testcase.py", line 406, in assertThat
    raise mismatch_error
MismatchError: 0 is not < 0

It looks like the list of timezones was empty when queried. This failure was not reproducible locally.
