setting to disable remote results from the dash not working

1. open settings
2. go to 'security & privacy'
3. tap on 'dash results' settings item

What happens:
a blank page appears

What should happen:
we should be given an option to toggle dash results to include remote items or not.

Its not a recent regression, its possible more than a few weeks old.

Confirmed, the issue is due to a toolkit regression though, see bug #1275861
