Multiple settings pages open when accessed from the indicator

Bug Description

Mako r55

Open settings and then the Cellular panel
Pull down the network indicator menu, and select wifi settings
Wifi settings Opens as expected
Select Back
The Cellular panel shows rather than the main settings screen

This is the current intended behavior. Looking for design input as to whether the new page should be pushed on top of the open page, or replace it.

This is blocked on a decision about what the "Back" button does in general: does it navigate through chronological history, or does it navigate up through hierarchy?

My preference is for it to navigate up through hierarchy, for two reasons. First, you might have gone to the previous location (Cellular, in this case) days or weeks ago, with System Settings idling in the background ever since. You would not remember that that's where it had been before your current use of System Settings, so chronological Back behavior would be surprising.

Second, chronological Back could make returning to the overview tedious. If your use case required repeated non-hierarchical navigation between two siblings/nephews/etc in a page stack (for example, between Notifications and Sound and back again), something as simple as returning to the overview screen would become tedious. You would need to tap Back multiple times, while remaining confident that you would eventually return to the overview rather than being stuck.
