Confirmed that there is no place in the UI to set this currently. In the meantime, this can be corrected through the command line from adb or ssh.
See also:
https://wiki.ubuntu.com/Touch/ReleaseNotes#Timezone has instructions on how to correct the timezone, which is often the source of this problem.

Added duplicate at https://bugs.launchpad.net/touch-preview-images/+bug/1183590 by accident.

Also important to note the clock widget on the "Date and Time" top bar menu does not update to the set locale even when updating the timezone via adb or ssh.

The only way for me to install SSH on my device is to connect to an unsecured WiFi access point. I'm having troubles associating my Nexus 4 on a new password-protected WiFi like this bug report https://bugs.launchpad.net/touch-preview-images/+bug/1201529.
