set_no_proxy method fails when trying to clear with ""

Bug Description

Calls to set_no_proxy with a blank or null new_proxy parameter result in the following output:

'g-io-error-quark: GDBus.Error:org.freedesktop.DBus.Python.AttributeError: Traceback (most recent call last):\n File "/usr/lib/python3/dist-packages/dbus/service.py", line 707, in _message_cb\n retval = candidate_method(self, *args, **keywords)\n File "/usr/lib/python3/dist-packages/UbuntuSystemService/backend.py", line 287, in set_no_proxy\n res = self._clear_no_proxy()\nAttributeError: \'ServiceBackend\' object has no attribute \'_clear_no_proxy\'\n (36)'
