Remove ubuntu-web-launchers from 18.04.4

Bug Description

ubuntu-web-launchers only contains the amazon launcher and should be removed from 18.04.4 like focal.

[Test Case]
1. On a freshly installed system, uninstall ubuntu-web-launchers, logout/login.
2. Boot an ISO without ubuntu-web-launchers being seeded to the live session
3. Do a default installation from an ISO without ubuntu-web-launchers being seeded
4. Customise your launcher by adding or removing some icons. Remove ubuntu-web-launchers and make sure that your custom icons are all there
5. *With the default set of launcher favourites*, update to ubuntu-settings 18.04.7

For all cases, verify that the Amazon launcher is not in the dock

[Risk of regression]

If the shell handles this removal badly on existing systems then maybe favourites wouldn't be displayed or you'd see a weird icon not found icon (test cases #4).

Accepted ubuntu-meta into bionic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntu-meta/1.417.4 in a few hours, and then in the -proposed repository.

I verified successfully that with bionic desktop 20200128 the amazon launcher is gone from the dock in both the live session and the installed system.

  * Make ubuntu-web-launchers an empty package and drop amazon launcher from
    favourites. For the bionic SRU, it is safest to leave this as an empty
    package. Users can remove it if they want to. (LP: #1860565)
