Unlocalized notification option ("Message")

Test case.
- Switch the device to Spanish.
- From another device, make a phone call, don't accept it.
- Open message indicator.

Expected result.
- Notification options are localized.

Actual result.
- "Message" is not localized.

"Call back" is localized, but "Message" is not. Actually, I don't find "Message" in telephone-service source code, but "Send".

Bug is still present in Ubuntu 14.10 (r21).

The issue is that ubuntu-settings-components is not set up for translation, that strings comes from Ubuntu/Settings/Menus/SnapDecisionMenu.qml

It's similar to bug #1389234

@pat-mcgowan: I've just checked on Bq device with the latest rc-proposed channel and it's still untranslated. Maybe you need to release a new version of ubutu-settings-components, or I don't know. But please solve this bug, because this is really annoying.

What I see is that the line is marked for translation:

However, the project is not set to export translation to Launchpad: https://translations.launchpad.net/ubuntu-settings-components

Hopefully, in the next lang pack export this will be finally fixed.
