Parole, VLC, MPV will not render video encoded in AVC codec

Bug Description

I'm logging this bug against Ubuntu-restricted-extras package as it affects multible media players, Parole, VLC and MPV.
On investigation It looks like these media players wont render video on anything that is encoded with AVC H264 even though I have restricted extras installed. I also installed Gstreamer-bad to test but still no video playback

I installed the Snap version of VLC and Celluloid and can confirm that both can play AVC encoded video.

What's strange If I cast to my chromecast using the VLC-deb version it works correctly, I can see video. from my understanding if the codec wasn't installed or not detected this shouldn't work?
