dist upgrade crashes with postregsql 14 issue

Bug Description

Run apt update
Run apt upgrade
Run do-release-upgrade

downloads new files, checks system, then exits with error saying that: "ubuntu 24.04 upgrade package 'postgresql-14' marked for removal but in removal deny list"

I have removed postgresql with sudo purge postgresql* several times, but the error still persists.

*Update*

After running sudo remove postgresql* two additional files were removed, and the upgrade appears to move forward past this error point.
