ubuntu upgrade not working because of postgresql9.1, but postgres already uninstalled

Bug Description

When I try to upgrade ubuntu to 24.04 noble numbat, I get an error message that postgresql-9.1 is on the removal deny list. I uninstalled postgres, and I still get the same error.

I also trying to install and upgrade postgres to v14. I still get the same error.

I've had jammy for at least 6 months, not sure why it says I just upgraded to it today.
