kdump-tools is enabled when installed during upgrade

Bug Description

We recently added kdump-tools to the server-minimal and desktop-minimal seeds[0], which means that kdump-tools will be installed on upgrade for server and desktop. By default, installing the package will also enable it. We prefer to not enable it for all systems on upgrade, so we should quirk ubuntu-release-upgrader to make sure the package is disabled if it's installed on upgrade.

We should also make sure to not disable the package for users who already have it installed and enabled.
