The page https://changelogs.ubuntu.com/meta-release-lts doesn't contain version 24.01 any more
which is referenced in /etc/update-manager/meta-release
I think version 24 appeared there before.

It looks like a feature and not a bug in the upgrading process because of a critical bug in one or more of the packages. So Canonical doesn't want users to experience the issue, and stopped the upgrading process. I would wait patiently for the offer.

For now I also suggest waiting as Moshe/mcaspi12 suggested.

I initially reported this as a bug, but I have come to understand that the upgrade was withdrawn (removed from https://changelogs.ubuntu.com/meta-release-lts) and this is why it is not offered anymore. This does not seem to be a bug in the ubuntu-release-upgrader package. As such, I believe this bug report should be closed.
