I was not able to reproduce this on a normal upgrade attempt. It looks like this could happen if distro_info.UbuntuDistroInfo().version(to_dist) returns None, but I am not sure why that would happen yet.

In the particular case of bug 2061126, the user did not have mantic-updates enabled, which meant they had out-of-date distro-info-data. This explains how we get None.

It would still be good to have a fallback for this case, but I don't think this is high priority anymore.
