CPU32 failed to report alive state

Bug Description

After the upgrade from Ubuntu 22.04.3 to 22.04.4 I get the message 'CPU32 failed to report alive state' on booting. CPU32 is also reported as offline under lscpu. The CPU is an AMD EPYC 9334, 32 cores/64 threads.
Problem is also present with 22.04.4 USB livestick. 22.04.3 USB live stick and installation works fine.
