upgrade 23.04 to 23.10 failure

Get message Could not calculate the upgrade

Originally I received this message with a message about unsupported PPAs. I disabled a PPA listed in Software and Updates under "Others". The upgrade went farther but still fails with the Could not calculate the upgrade but no other info.

After glancing through the logs, this may be because I am attempting to do the upgrade via a remote desktop. I will attempt the upgrade locally and see if that fixes the issues.

I attempted the upgrade locally and get the same error.
