Upgrading from 23.04 to 13.11 throws an error "an unresolvable proglem occurred while calculating the upgrade"

Bug Description

I first upgraded from 22.x to 23.04. Right after, I was immediately informed that I could now upgrade from 23.04 to 23.11. During the upgrade process, the aforementioned error occurred.

In summary:

1) sudo dpkg --remove --force-remove-reinstreq ubuntu-desktop
2) sudo do-release-upgrade
