Cannot upgrade 23.04 to 23.10, looks like cross compilation tools clash

Bug Description

I agree to Ubuntu release upgrade, but it fails telling me PPAs are a problem, but they're disabled. Logs indicate some unresolved dependencies for cross-compilation tools.
