Swiss keyboard layout, Caps Lock key no longer generates large ä after upgrade from 23.04 to 23.10

Bug Description

The ubuntu-release-upgrader correctly recognizes the swiss keyboard layout. But after installation of ubuntu 23.10, the caps lock key does not work as expected. It does not generate large ä, ö, ü, é, à, è in packages like libreoffice (7.6.2.1), thunderbird (115.32-2), firefox (119.0-2) and gnome text editor. The output is a small ä, ö, ü, à, é, è instead.
The problem does not exist in ubuntu 23.04.
