kubuntu got nuked in the upgrade to 23.10

I was run the upgrade from kubuntu 23.04 to 23.10 and everything involving qt got nuked
note I devilop with qt and kirigami so I do have the dev packages.

after reinstall the kubuntu-desktop package it seams fixed
