updating from Ubuntu 22.10 to 23.04 fails (shim-signed broken?)

Bug Description

I am trying to upgrade to 23.04, either by GUI or command line. I get a message that it can't calculate the upgrade, without any instructions of diagnosing why.

I looked at broken packages, and I see that shim-signed is saying that it's broken. I've tried reinstalling it, but upgrades still don't work.

Thank you for taking the time to report this bug and helping to make Ubuntu better.

Bug reporting is about finding & fixing problems thus preventing future users from hitting the same bug.

Ubuntu 22.10 and the 5.19 kernel are now using a revoked SHIM/key, the upgraded key would have been on your system prior to revocation if you'd performed the release-upgrade prior to EOL; the delay may have complicated your issues, and support maybe your fix.
