upgrade 22.10 to 23.03: "could not calculate the upgrade". No PPAs active

Tried to upgrade from 22.10 to 23.04, but get error "could not calculate the upgrade". Recommended use of PPA-Purge, but no PPAs active. Synpatic shows no broken packages.
