Upgrade from Lubuntu kinetic to Lubuntu Lunar beta fails

Bug Description

Attempting to upgrade from Kinetic Lubuntu to Lunar Lubuntu fails with following error:

 Could not determine the upgrade

An unresolvable problem occurred while calculating the upgrade.

This was caused by:
* Upgrading to a pre-release version of Ubuntu
This is most likely a transient problem,
please try again later.
If none of this applies, then please report this bug using the
command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal. If
you want to investigate this yourself the log files in
'/var/log/dist-upgrade' will contain details about the upgrade.
Specifically, look at 'main.log' and 'apt.log'.

I can reproduce this by:

1. Starting a Kinetic LXD container
2. apt update && apt full-upgrade
3. apt install lubuntu-desktop
4. do-release-upgrade -d

Note that I'm explicitly asking for the devel release (-d).

If I do not install lubuntu-desktop (step 3) then the upgrade works, so this looks like somehow specific to lubuntu. This is confirmed by the fact that in automation upgrades done by auto-upgrade-testing work fine.

I tried manually replacing kinetic with lunar in sources.list and then doing the upgrade manually, hoping to see a trivial dependency issue:

1. sed -i 's/kinetic/lunar/' sources.list
2. sudo apt update
3. sudo apt full-upgrade

but this appears to be working (dependencies are resolved and the upgrade starts).

Just completed upgrade from Kinetic to Lunar Lubuntu -

Upgrade Lubuntu Kinetic to Lubuntu Lunar using TUI
lsb_release - r shows 23.04 Prompt = normal - all good
