Your bug reports shows you're using UA Linux (UbuntuGamePack version) and NOT a Ubuntu product/OS.
The Ubuntu release upgrader tool was built for Ubuntu systems, and not UA Linux which contains third party packages which have prevented the upgrade.
You'll have to seek support for your UA Linux on performing upgrades; as your system is UA Linux.
I've marked this bug report as INVALID due to third party (UA Linux) OS.
You may find removing the 3rd party packages (ie. non Ubuntu which alas will include your UA Linux GamePack packages) using 'ppa-purge' will allow the release-upgrade to work, but may also result in you no long using your prior UA Linux too (even if it's a newer release).
