Upgrade from 20.04 to 22.04 fails with broken packages

Bug Description

I'm getting errors when trying to upgrade from 18.04 to 22.04 via 20.04. I upgraded to 20.04 successfully but now am getting errors with broken packages. I have tried several checks to find said broken packages (sudo apt-get install -f; sudo apt-get --fix-broken install) with no results. I have no PPA that I can tell are getting in the way as all but the base ones have been disabled during the pre-upgrade step.

Not sure where to go from here
