Bug Description

When running the software updater - I get the message to perform a partial upgrade. Clicking on this "upgrade" it starts the process and errors out at unable to install 'core'. It then exits.

Description: Ubuntu Lunar Lobster (development branch)
Release: 23.04

I can still run upgrade (not full-upgrade) from the terminal. Full-upgrade tells me the process will remove important files:

The following packages will be REMOVED:
  pipewire-alsa pipewire-audio-client-libraries ubuntu-mate-core
  ubuntu-mate-desktop
