Cannot perform do-release-upgrade from 18.04.6 LTS

Bug Description

I use Server Pilot. I've tried everything I have found available on Google. I was able to get my upgrade to work after I removed all offending packages, but then it broke all my ServerPilot configuration and websites, and I reverted to a previous Snapshot to restore my websites.
