There is a problem with your mirror:

2022-11-22 21:34:09,723 DEBUG examining: 'deb http://mirror.intergrid.com.au/ubuntu/ focal main restricted'
2022-11-22 21:34:09,724 DEBUG verifySourcesListEntry: deb http://mirror.intergrid.com.au/ubuntu/ jammy main restricted
2022-11-22 21:34:09,724 DEBUG url_downloadable: http://mirror.intergrid.com.au/ubuntu//dists/jammy/Release
2022-11-22 21:34:09,724 DEBUG s='http' n='mirror.intergrid.com.au' p='/ubuntu//dists/jammy/Release' q='' f=''
2022-11-22 21:34:10,418 DEBUG error from httplib: 'HTTP Error 404: Not Found'

I am getting the same errors, so I just choosing a different mirror of the Ubuntu archive. Then try the upgrade again.
