Regardless how many packages removed and ppas this fails

In the logs your provided, it seems that the docker and google-chrome third-party repositories are still enabled. Did you try disabling these repositories and removing the associated packages before retrying the upgrade?

You can try the following command:

$ ubuntu-security-status --thirdparty

Changed in ubuntu-release-upgrader (Ubuntu):
status: New → Incomplete

This worked like a charm:

run: ubuntu-security-status --thirdparty

purge returned apps:
sudo apt-get --purge remove {apps}

all are recoverable post upgrade so this was a command I was in the dark about that made it work

this can be closed and appreciate the insight
