Upgrade tries to parse files in hidden directory

Bug Description

I was trying to upgrade Ubuntu Server from "focal" (don't know exact version no, sorry) to "jammy" (Ubuntu 22.04.1 LTS).

After I had started "do-release-upgrade" (1:22.04.14) this tool crashed, trying to parse binary files in the below directory:

/etc/pam.d/.svn

It seems that it was enumerating all files in /etc/pam.d/, but it didn't ignore files in a "hidden" directory (starting with a "dot"), so it came across some Subversion (ancient version control system) binary file and barfed about it.

Can you please run apport-collect 1991527 from the affected system? This will collect relevant log files from your system and attach them to the bug report.
