Bug Description

do-relsease-upgrade leads to

Your system does not have a connection to the Snap Store. For the
best upgrade experience make sure that your system can connect to
api.snapcraft.io.
Do you still want to continue with the upgrade?

inside a VM with http://cdimage.ubuntu.com/ubuntu-server/focal/daily-preinstalled/20220829.1/focal-preinstalled-server-riscv64+unleashed.img.xz.

DNS entry api.snapcraft.io resolves correctly. Ping is not possible do to default security restrictions in the Ubuntu 22.10 host.

The upgrade log files, which would be automatically collected if you were to report a bug using 'ubuntu-bug ubuntu-release-upgrader', may be helpful in determining where things went awry. Of all the log files /var/log/dist-upgrade/main.log would be the most helpful in this particular case. Please either add that log file or use 'apport-collect 1988134' on a system experiencing this problem.

Additionally, looking at the code it looks like the command the upgrader is running is 'sanap debug connectivity' so if you could run that manually that also may be informative.
