upgrade from 20.04 to 22.04 stopped because update-manager-core was on a 'deny list'

Bug Description

I tried a few options of ppa-purge which is related to some common fail in this type of fail.
But did not really understand how that related to my problem

I went into main.log and clearly saw the upgrade aborted because update-manager-core was on a deny upgrade list. That confused me because I did a upgrade to that successfully prior to running the distribution upgrade command. I am at release 1:20:... Should I be at 1:22...

Thanks for any clarification on this
